This was not always so. Which at least goes to argue that this need not be
so.

The civil service should be seen as some valuable national service
and not a parasite upon the taxpayer. This is more than just a PR failing.

Reforming the civil service starts with the top and promotions should be
from the ranks. I would begin with the abstraction and training of a
corps of exceptional individuals within the current civil service.

Sort of like the old ICS, but since we have no remittance men left we'll
have start with just Babus.
